Grace and peace to you from our Lord Jesus Christ.
Fear of the Lord does not always mean cowering in fear, it means respect. That is something the Philistines lacked, I think. Their fear of the Lord was actual fear. They were afraid that God was going to smite them, so they gave the Ark back. I'm sure God would rather have their respect, or love. We do not need to fear (as in, 'be afraid of') the Lord, but we do need to love him, and show that love. This love should not come from wanting to not be smited, it should come out of a knowledge that God loves us, and gave us his son as a sign of that love. Remember the command of Jesus, to love the Lord your God with all your heart, soul, mind, and strength. In this command, Jesus did not say anything about being afraid of God. Love the Lord!
